The ruling UPA coalition appears to have an edge in the numbers game if a vote is forced on the cut motions with the BSP, which has 21 MPs, indicating support to the government.

The BSP''s strategy appears to be linked to the recent development in the Supreme Court where the CBI has said it was prepared to consider Mayawati''s plea for closing a disproportionate assets case against her. The 207-member Congress is not leaving anything to chance and has issued whip to its members.


The Trinamool Congress, the second largest party in the UPA after Congress with 19 members as also three similar directions to its members. Other UPA allies are expected to follow suit.


In the numbers game, the UPA has the support of 270 members and has been assured of support by the BSP. Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi expressed confidence that the UPA coalition will defeat the cut motions. "We seek the support of all right-thinking people," he said in reply to a question whether the ruling coalition would take the help of Samajwadi Party headed by Mulayam Singh Yadav.


"We are as confident as possible," he told reporters at Rashtrapati Bhawan here on the sidelines of defence investiture ceremony. "Of course we are confident," Congress president Sonia Gandhi, who was also present at the function, said.


Parliamentary Affairs Minister P K Bansal said "Government is confident that the Finance Bill will be passed and the cut motion, if brought, will be defeated. Governments have never fallen on a cut motion.


" With the guillotine being applied to the discussion on the demand for grants at 6 pm tomorrow, rival sides are getting their act together with the 13-party grouping, including the Left, giving separate cut motions. The BJP declared that the party as also other NDA constituents have issued a three-line whip to their members tomorrow.


Both the sections within the opposition do not not appear to be hesitant to vote on same side on the cut motions as Parliamentary procedures may compel them to take such a course. 

Congress did not initiate anti-Sikh riots in 1984: Gadkari
Bharatiya Janata Party (BJP) president Nitin Gadkari says it's not entirely correct to blame the then Congress government for initiating the anti-Sikh riots of 1984.

In an exclusive interview to BBC Hindi Service, Gadkari said: 'Some people might be involved in those riots but it would not be entirely correct to say that the riots were initiated by the government.

'Nobody can manipulate or organise such incidents; these are unfortunate reactions of the people at large.'

Gadkari was replying to questions on the alleged involvement of the BJP and its government in the demolition of the Babri mosque and the 1992 Gujarat riots.

'Gujarat riots were unfortunate. But when riots take place in other states, why aren't governments and chief ministers blamed for that?' the newly elected BJP president asked.

'Why don't you corner Congress governments and their chief ministers for riots which took place in Congress-governed states, the way you are cornering Modi and the BJP? Riots took place in Mumbai in 1992 and the way Sikhs were killed in Delhi...'

He also said the BJP was not anti-Muslim, and shot back, 'If our party were against the Muslims, why would we nominate Dr. Abdul Kalam as the president of the country?'

BBC: Can you assure the Muslim community that your party is not against them?

Gadkari: If our party were against the Muslims, why would we nominate Dr. Abdul Kalam as the president of the country?

BBC: Dr Abdul Kalam was surely made the President but how would your party wash the blemish of Gujarat riots?

Gadkari: More serious riots took place in Mumbai (in 1992) but why wasn't the government (in the state) blamed? Why wasn't a Special Investigating Team set up against the then chief minister of Maharashtra?

BBC: Do you think Muslims will forget the Gujarat riots and the demolition of the Babri mosque?

Gadkari: Gujarat riots were unfortunate. But when riots take place in other states, why aren't governments and chief ministers blamed for that?

BBC: Can Muslims forget Gujarat riots and the demolition of the Babri mosque?

Gadkari: This is only a section of the media and certain individuals who write or say unfounded things about us.

BBC: Are you saying that Gujarat riots and the demolition of the Babri mosque never happened and these incidents are media's creation?

Gadkari: Both these incidents did happen. I am asking you why don't you corner Congress governments and their chief ministers for riots which took place in Congress-governed states, the way you are cornering Modi and the BJP? Riots took place in Mumbai in 1992 and the way Sikhs were killed in Delhi...

BBC: But the Congress party is answerable for that.. and the media has been questioning the party...

Gadkari: The basic thing is that nobody can manipulate or organise such incidents. These are the unfortunate reactions by the people at large.

BBC: Do you think '84 riots were also a reaction of the people and there was no manipulation involved?

Gadkari: Look, some people might be involved in those riots but it would not be entirely correct to say that the riots were initiated by the government.

Assam celebrates Bihu with traditional extravaganza!

The hills and valleys of Assam come alive with the sound of Bihu thrice a year, which is much more than just a festival for the people of the state.

Rongali Bihu celebrations mark the onset of the New Year.

It is the time when farmers sow new seeds and offer prayers for a prosperous year ahead.

The Assamese people dress up in bright clothes and sing and dance in joy during Bihu, a festival which brings them close to their cultural roots.

And the gradual return of peace and normalcy has certainly given a boost to the festive spirit.

"Through Bihu we are trying to spread the message of peace and unity among all residing states of the Country. That's why we have invited cultural groups of all seven states of northeast.

The vibrant dance not just enthralls locals, but foreign tourists as well," said Dilip Das. organizer, Bihu celebration

"In the month of Chaitre and Bahar, we celebrate Assamese Bihu from the month of April. And we celebrate Rongali Bihu, in the last day of the month of Chaitra. We welcome this New Year, with traditional and cultural fun and fare," said Sanjiv Lahkar, Assam.

The first day of Rongali Bihu is known as Garu Bihu. During the festival farmers wash, feed and worship their bulls and cows as a sign of respect and gratitude for the service provided by the cattle.

On the second day of Bihu, better known as Manush Bihu, people wear new clothes and feast at relatives or friends place and visitors are served rice beer.

The festival continues for 7 days.

"Since the time of our forefathers, we have been following this practice. We offer groundnuts, brinjal, cucumber, and turmeric to the cows and bulls. We pray for their good health and long life. We (villagers) give the cattle a bath as a sign of respect and gratitude for their service to us," said Prabha Chandra Saikia, a farmer.

"Bihu is one of the biggest festivals for us (Assamese). We are enjoying Bihu by playing drums and other instruments," said Ankur Bora, Assam.

Foreigners also enjoyed participating in the Bihu celebrations.

"I have come here today so that I would learn more about Assam, so that we build friendship much closer to Assam and I have discovered a wonderful celebration and a wonderful people. Hope next year more Americans will come and help you in celebrating Bihu," said Beth A. Payne, a visitor from USA.

Rs.340 lakh was released by the Home Ministry in last fiscal.

In 2008-09, the Union Government started a new scheme for Special Infrastructure in Left Wing Extremism affected States with an outlay of Rs.500 crore during eleventh plan.

The scheme is aimed at filing critical infrastructure gaps not covered under normal schemes of the Central Government.

An amount of Rs.9999.92 lakh has been released to the States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Uttar Pradesh and Orissa during 2008-09

 "While we rejoice and celebrate the great success of IPL Season 3, the alleged acts of individual misdemeanors of Mr Lalit K Modi, Chairman IPL and Vice President BCCI have brought a bad name to the administration of Cricket and the game itself", BCCI President Shashank Manohar said in a press release announcing that Board secretary N Srinivasan has issued a show cause notice to him and suspending him from the Board, IPL, the Working Committe and any other committee. Manohar said he waited for the final match of IPL III to end as he did not want the event to be disrupted in any manner. Moments before the Board announced the decision, a combative Modi made a hard-hitting speech before the awards ceremony of the IPL final match in which he said that all decisions have jointly been taken by the Governing Council and approved by the General Body.

"If there is any flouting of rules and other irregularities, I shall the responsibility but on this occasion I would like to tell the fans of the game across the world that IPL is clean and transparent," he said in a virtual farewell speech.

A Joint Parliamentary Committee (JPC) probe into the issue was also demanded by the opposition, as members said the alleged action was reminiscent of Emergency days. "I wish to state categorically that no telephone tapping or eavesdropping on political leaders was authorised by the previous UPA government.

Nor has the present UPA government authorised any such activity," Chidambaram said in the Lok Sabha trying to assuage the concerns of the agitated opposition members. The opposition charge in the Lok Sabha was led by senior BJP leader L K Advani who demanded a statement from the Prime Minister.

Advani wanted a law to be passed to prevent the government from tapping phones of political leaders. A similar demand was made in the Rajya Sabha by BJP leader Venkaiah Naidu.

If any evidence is forthcoming or discovered, the matter will be thoroughly investigated by the appropriate agencies," said Chidambaram, who read out an identical statement in the Rajya Sabha. Responding to Advani''s demand, Leader of Lok Sabha Pranab Mukherjee said the Prime Minister could make a statement only at 1530 hours as he had a luncheon meeting with visiting Afghan President Hamid Karzai.

Otherwise, they should allow the Home Minister to make a statement to clarify the issue. But the opposition members were not satisfied with Mukherjee''s statement and continued their protests.

Members of the BSP, which is cosying up to the government ahead of the crucial cut motions, were conspicuously silent during the protests. The news weekly had alleged in an article that the phones of Union Minister Sharad Pawar, Congress leader Digvijay Singh, CPI(M) leader Prakash Karat and Bihar Chief Minister Nitish Kumar had been tapped.

NEW DELHI: Former IPL commissioner Lalit Modi, who was unceremoniously dumped by the IPL Governing Council, on Monday hit back on Twitter saying he is still the chairman of IPL.

Lalit Modi declared on Twitter, "Thank you all for your message of support. It is really appreciated. I am still chairman of IPL. Just suspended. Wait - we have just begun."

Unfazed by the controversy surrounding him, Lalit Modi wrote, "Had a restful day. Been in the spa all day. Much needed rest."

IPL teams involved in match-fixing in South Africa: I-T report

Three teams fixed matches: I-T report
TIMES NOW on Friday accessed the I-T investigation report into match-fixing angle in the IPL controversy. The report says investigations revealed Lalit Modi has interests in three teams. The report goes on to name Samir Thakral as front for Lalit Modi whose phone records show conversations with bookies.

TIMES NOW has learnt that serious investigations are on into possible match-fixing and betting in IPL Season 2 which took place in South Africa. The entire investigation now seems to be honing in on IPL 2. In fact, the Income Tax investigation wing has filed a confidential report to the finance ministry.

Sources said that several IPL players could have been involved. Sources have also indicated that phone conversations have also been recorded and that possible questioning of IPL players could happen in this regard.

US Congress notified on C-17 transport aircraft sale to India

NEW DELHI: The US Defence Security Cooperation Agency has notified the Congress of a potential sale of 10 Boeing C-17 transport aircraft to India.

The notification of the sales of the aircraft to the Indian Air Force (IAF) was submitted to the US Congress on April 22, according to an official release here.

"This is an important step forward in the US Foreign Military Sales (FMS) process and is a necessary prerequisite to negotiations on the deal," the release from the US embassy said.

After hearing of the notification, US Ambassador to India Timothy J Roemer said, "The potential sale of C-17s strengthens the growing partnership between our two countries demonstrates our enduring commitment to sharing the world's best technology with India."

He said, the sale would offer economic benefits for India and the US and is likely to include significant job creation in both countries. "India is a leading partner in our efforts to promote regional stability, peace and economic growth," Roemer added.

The C-17 is the workhorse of the US Air Force transport fleet and has proven to be highly reliable in the harsh environments of Iraq and Afghanistan. The IAF would use the C-17s to modernise India's armed forces with new cargo capabilities and as a replacement for its ageing Russian IL-76 fleet.

With a 75-tonne payload, the C-17 can take off from a 7,000-foot airfield, fly 2,400 nautical miles in one go, and land even on a small, austere airfield at 3,000 feet or less. In addition to the US Air Force, the C-17 is currently in service with the British Royal Air Force, the Royal Australian Air Force, the Canadian Forces, NATO and Qatar. The UAE too has placed orders for the aircraft.

Although the official notification to Congress lists the potential value as USD 5.8 billion, this represents the highest possible estimate for the sale, and includes all potential services offered.

The actual cost will be based on IAF's requirements and is yet to be negotiated. In addition to the C-17 airplanes themselves, if the IAF desires, it could purchase services that could include training for aircrew and maintenance personnel, spare parts, test and ground support equipment, technical assistance, engineering services, IAF-specific unique modifications, logistical and technical support.

Unique ID project renamed as AADHAAR

The Union Government's ambitious Unique Identity project aiming to give an exclusive 16-digit number to all its citizens was renamed 'AADHAAR'

The new logo was unveiled by Nadan Nilekani, Chairman of the Unique Identity Authority (UIDAI) of India on Monday.

Speaking on the occasion, Nilekani said the biggest challenge the country faces today is of an identity divide.

"Ultimately it all boils down to the lack of effective identity. And this has become a big divide, the identity divide has separated the people from haves and have-nots and therefore this is a huge challenge that we face," said Nilekani.

The Unique Identification Number project was renamed 'AADHAAR' as an effort to reach out to the common man, who might find the term UID confusing.

Nilekani also informed that the UID project was very critical to address the challenges of inclusive growth and effective government spending.

"Both in terms of the fact that we want to improve and optimise the way we spend money in the government as well as from the point of view of the access for the poor the UID becomes a very very important thing," he said.

"Now this is becoming more important because we are seeing a lot of migration. We have people coming in from villages into cities. Again they have lack of identity therefore they are not able to access public services," Nilekani added.

He expressed confidence that the UID would address challenges of inclusive growth and government spending.

"Having identity we believe and having something like a UID (Unique Identity card) is very critical to address these challenges both of inclusive growth and government spending," Niekani said.

The UID would have both personal and biometric information of a person, such as, name, sex, date of birth, nationality, marital status, current and permanent address, occupation, photo and fingerprints.

The UID cards will be given to every individual above 15 years, including NRIs and foreigners.

The first UID is expected to be given out in early 2011 and a target to provide 600 million UIDs in the next five years has been set by UIDAI

Apex court refuses to shield Tiwari

The Supreme Court Monday refused to shield disgraced Congress leader N.D. Tiwari from a judicial proceeding aimed at conducting his DNA test to know if he is the biological father of Rohit Sekhar.

A bench of Chief Justice K.G. Balakrishnan and Justice Deepak Verma declined to accord an early hearing to the former Andhra Pradesh governor's plea to suspend a Delhi High Court order seeking his stand to Sekhar's plea for his DNA test to ascertain the latter's paternity.

Appearing for Tiwari, counsel A.D.N. Rao apprised the bench of his client's plea against the high court's April 7 order, pending with the apex court registry and awaiting its slated date of hearing in July.

Rao pleaded for an early hearing of Tiwari's plea saying his clianet has to respond to the high court's order before May 20, failing which he will have to put up a personal appearance before it.

The apex court bench refused to advance the date of hearing, rendering his plea virtually ineffective.

The Delhi High Court had sought the response of the 83-year-old Tiwari, who had to resign as the Andhra Pradesh governor in December after a Telugu television channel showed pictures of an elderly man purported to be Tiwari in bed with three young women in the Raj Bhavan.

Giving a deadline of four weeks to file his response, the court said that Tiwari will have to personally appear before it in case he fails to file a written reply.

The court had passed the order on Shekhar's paternity suit. The man claimed that he was born out of a relationship between his mother Ujjwala Sharma and Tiwari, a charge denied by the latter.


Highway blockage by Naga groups causing to shortage of fuel in Manipur

The week-long economic blockade called by the United Naga Council (UNC) against the "Manipur District Council (amendment) Act, 2008" has disrupted normal life in the hill districts.

The transportation of goods was badly affected and resulted in acute shortage of essential commodities and a rise in prices.

Passenger buses and goods-laden trucks were stranded on national highways 39 and 53.

The Naga groups in Manipur as their warning move called a two - week long economic blockade in protest against the Manipur (Hill Areas) District Councils (Amendment) Act, 2008.

In fact, the autonomous council elections in the Manipur hill districts are due for May.

After elections, more funds from the Centre are expected to pour in for the development of the hill region.

People alleged that Naga underground outfits which are against development of the region have been supporting groups like Naga Students' Federation and Naga United Council to disrupt the election proceedings.

The two-week long economic blockade has affected normal life in the region, and there is a huge shortage of fuel and essential commodities.

At some places, petrol, which is normally sold for Rs 49 per litre, is now going for Rs 70 Rs per litre.This has created a lot of inconvenience to the people, as we are forced to stock fuel for our vehicles. This causes unnecessary delays and creates many problems. So the concerned authorities should take steps that prevent such inconveniences in the future," said Jayanta Singh.

"With the blockade on NH-39, we have lost a lot of money. At the minimum, we have lost crores of rupees because of the weeklong economic Blockade on the National Highway-39. As it has been extended for another seven days, things are becoming worse. This greatly affects the daily wage earners as the cost of rice and other essential commodities is rising," said N Babu Singh, a ticket salesman Naga outfits have hinted that the economic blockade on the national highways may be an indefinite one.

On April 18, authorities escorted at least 96 vehicles including inter-state passenger buses towards Imphal from Mao Gate and Nagaland on NH-53.

On NH-39, blockade supporters rained stones on around nine goods laden vehicles between Chakhamai and Makhan and damaged them.

By visiting Sri Lanka, Amitabh will be lending credibility to a regime which has destroyed Tamils ruthlessly and committed horrendous human rights violations."

Reacting to this Amitabh wrote, "I believe Wizcraft personnel met representatives of this protest presentation along with the police personnel that came over from the Juhu Police station, heard what they had to say, accepted a petition given by them, explained to them their side of the story and told them that the governing body of the event would meet immediately to conference on this matter and reach some kind of final path and solution."

"The sentiments of all must be respected and I hope that we can plan and execute that with understanding, peace and grace."

The 67-year-old recently visited Sri Lanka to announce Colombo as the 2010 destination for the awards ceremony.

Afghan President Hamid Karzai held talks with Indian leaders on Monday about his efforts to reach out to the Taliban for a negotiated settlement of the nine-year old conflict in his country.

New Delhi fears any Afghan plan to broker a deal with the Taliban will undermine its security and give rival Pakistan greater influence there. Pakistan, one of a handful of countries that recognised the Taliban regime before the U.S. invasion in 2001, is seen as a key player in any plan for reconciliation.

"We discussed... reintegration and reconciling of those elements of the Taliban and others who have accepted the Afghan Constitution, who are not part of al Qaeda, who are not part of any terrorist network," Karzai said after talks with Indian Prime Minister Manmohan Singh.

Karzai has proposed a plan to reintegrate low-level fighters back into Afghan society and also sought to reconcile with senior insurgents provided they give up weapons.

An immediate breakthrough is unlikely, analysts say, pointing to previous offers to re-integrate fighters that failed to make much progress. The Taliban have also rejected any offer of talks saying foreign forces must first leave Afghanistan.

"The prime minister and I discussed the situation in Afghanistan, the situation in the region and our common struggle against terrorism and extremism," Karzai said reading from a statement.

Karzai will be travelling to Bhutan on Tuesday to attend a regional summit where the prime ministers of India and Pakistan will also be present and could meet, Indian Foreign Minister S.M. Krishna said on Monday.

"I am not ruling it out," the state-run Doordarshan channel quoted him as saying in Thimphu, the capital of Bhutan, of a possible meeting between the leaders of India and Pakistan.

The rivalry between India and Pakistan has extended to Afghanistan where the two are battling for influence.

New Delhi saw a militant attack on a Kabul guest house that killed six Indians in February as a signal of efforts to reduce New Delhi's influence in Afghanistan. It was the third major attack against Indian interests in two years.

"I conveyed to President Karzai that the perpetrators of such attacks will not succeed in undermining India's commitment to assist the Afghan people," Singh said in his statement.

Pakistan denies any involvement and in turn accuses India of using Afghan territory to destabilise its troubled Baluchistan region.

New Delhi has several developmental projects in Afghanistan, including construction of power lines and highways worth $1.3 billion.

With Nepal's Maoist guerrillas announcing a show of might on May 1 followed by an indefinite general strike nationwide, a concerned European Union has asked the former rebels not to trigger a crisis.

The ambassadors of EU nations Denmark, Finland, France, Germany, Great Britain and the European Union met Maoist chief and former prime minister Pushpa Kamal Dahal Prachanda Monday along with the ambassadors of Norway and Switzerland.

Expressing concern at the lack of progress in the peace process and at the raised political tensions, the delegation has asked the Maoist chief to show flexibility and make concessions in order to avoid a crisis. A statement issued by them said they were deeply concerned at the demonstration planned for May 1 and the impact on the economy and tourism the general strike threatened from May 2 would have.

The envoys also broached 'worrying' reports of physical training being given to cadre, and the risk of a confrontation.

Urging Prachanda to ensure the protests were restrained and peaceful, they also said the Maoists should try to solve the situation round a negotiating table instead of on the streets.

The envoys were also concerned about the Maoists raising funds through extortion and threats in the districts, which, they said, was creating a climate of fear.

BASIC countries want legally binding climate change agreement

India, China, Brazil and South Africa Monday called for finalising a legally binding treaty on reduction of carbon emission latest by 2011 and indicated that the world could not wait indefinitely.

The third meeting of BASIC (Brazil, South Africa, India and China) ministers concluded in Cape Town April 25. The meeting was cut short by a day as Indian Environment Minister Jairam Ramesh had to leave early.

'The ministers noted news reports that domestic legislation in the US had been postponed and indicated that the world could not wait indefinitely, as it hinders our ability to reach an internationally legally binding agreement,' said a joint statement released here Monday.

The statement said the ministers feel that a legally binding outcome should be concluded during climate change meet at Cancun, Mexico in 2010, or at the latest in South Africa by 2011.

'Developing countries strongly support international legally binding agreements, as the lack of such agreements hurts developing countries more than developed countries,' it said.

The ministers said that negotiations should follow a two-pronged approach. One track is on long-term cooperative action to combat climate change. The other is for developed countries to commit to what extent they will reduce their greenhouse gas emissions after 2012, when the current commitment period of the Kyoto Protocol runs out.

The ministers were of the view that it will not be possible to deal with mitigation actions by developing countries, without also dealing with support for those actions and the two-fold commitments by developed countries to both provide finance for developing countries and reduce their own emissions.

'The ministers noted that the Copenhagen Accord provides for the scale of finance in short and medium-term. The commitments to provide finance must be operationalised. Both the USD 30 billion (2010-2012) and the USD 100 billion annually (by 2020) should be provided by developed countries,' it said.

Xie Zhenhua, vice chairman of the National Development and Reforms Commission from China, Izabella Teixeira, minister for environment from Brazil, and Buyelwa Sonjica, minister of water and environmental affairs from South Africa also attended the meet.

The next BASIC ministerial meeting will be held at the end of July in Brazil followed by one hosted by China at the end of October.
